MacAulay-Brown, Inc. (MacB) is seeking multiple Senior and Mid-Level Watch Officers to support the Office of the Director of National Intelligence (ODNI)'s Response Operation Center (ROC) located in Winchester, VA. The positions require a TS/SCI w/ Poly.

Primary Responsibilities:

  • Develop ODNI ROC routine incident response procedures, job aides and checklists, and ODNI ROC daily situation reports, and the ROC Watch Officer internal training processes for all Watch Officers.

  • Conduct alert notification of individuals and teams for the orderly transition to crisis team operation and processes, if required.

  • Draft daily and event driven Situational Awareness Reports concerning intelligence community (IC) and ODNI capability and capacity to provide intelligence, to include the execution of supporting contingency and continuity plans.

  • Ensure ONDI ROC readiness that enable daily situational awareness of ongoing and emerging events

  • Provide support to ongoing IC continuity response activities, to include the ROC and alternate facility plans and procedures.

  • Support asset management staff (Accountable Officer, Responsible Officer, and User) in maintaining an accurate inventory and accountable distribution of equipment.

  • Participate in after-action reviews and corrective actions to address shortfalls identified during events or exercises, as directed.


  • Bachelor's degree and at least five (5) years experience required.

  • TS/SCI with POLY

  • Experience working in an operations center environment

  • Utilizing and performing basic troubleshooting for multiple forms of communications systems, including secure communications

  • Managing emergency response team rosters and emergency notification tools

  • Recognizing situational awareness indicators and executing judgement of potential impacts on mission operations

  • Developing written products for senior-level customers

  • Mentoring of subordinate personnel

  • Developing schedules to ensure coverage for 24/7/365 watch operations

  • Developing training for watch center standard operating procedures

  • Facilitating emergency communications for senior government leaders

  • Monitoring facility infrastructure to ensure readiness for emergency conditions

  • Proficient in Microsoft Office applications (Word, PowerPoint, Excel)
