This position serves as a Management and Program Analyst in the Air Traffic Organization, Program Management Organization, Enterprise Services Directorate, Aviation Weather and Aeronautical Services Group, Aeronautical Services Team (AJM-3360) and reports directly to the Team Manager.

The incumbent performs multiple, varying and complex assignments with minimal direction from the manager, project/program manager, and/or more experienced professional. He/she applies experience and comprehensive knowledge applicable to his/her discipline for projects/programs. Duties includes, but not limited to, the following:
Provides analytical support as a subject-matter expert on a wide range of acquisition management and program related issues to include financial management, technical performance management, and contract management.
Develops and analyzes program requirements and plans, and recommends changes as necessary to ensure they are kept current and consistent with the Program Management Organization (PMO) financial management policies, guidance, and initiatives; interprets FAA and organizational policies, guidance, and initiatives as they relate to program and financial management processes; provides expert technical and policy guidance internally and externally involving financial management and contract management program related issues.
Develops and maintains financial tracking systems, monitors expenditures, reviews documents for accuracy and validity of need, resolves discrepancies in accounting data and identifies trends and problem areas which are indicative of inefficient resource utilization.
Researches, reviews, and analyzes management and program directives and instructions from higher level offices concerning project management systems (planning, execution, evaluation and analysis, and reporting requirements) for consistency, reporting requirements and background information. Performs technical analyses of assigned projects and programs.
Analyzes highly-visible, national programs by developing baseline performance measurements and comparing performance with the baseline. Often leads teams of other analysts and functional experts to do so. Incorporates analyses into project and program plans.
Represents the organization in discussions, meetings, and briefings with internal and external organizations, other governmental agencies, and senior management.
Provides expert guidance and instruction both internally and externally, addressing diverse, complex issues which often cross multiple program or functional areas.
Formulates and recommends positions on major projects, policies, and/or issues to senior management.
